hard to explain this but does anyone notices like a light flicker at times?

Yep. My guess is they're distant reflections from metal objects.
You mean by day or by night?

More details on the conditions please. When and where does it happen? Is it a particular light fixture in a POI, or is the whole screen flashing indiscriminately?

It seems like when I'm walking or looking and it's like the corners of the screen. Almost like a screen tear or something. Very hard to explain, maybe it's area loading or w/e. Game runs fine otherwise.

I think it's zone load thing or something but not noticeable unless looking.

I remember faatal mentioning something about loading/unloading stuff that's just out of sight. Are you sure you did not change you FoV setting? Or maybe also, do you have a very wide monitor?
