So you can see at 148 you will never find a quality 5, at 149 you can start to find a quality 5 item. It starts skewing it to give you a higher CHANCE at quality as you level your gamestage.
Completely false, disregard everything that was posted. Suggest you read the patch notes again....
Biomes outside the forest now buff your lootstage from 50% up to 150%. POI's and towns also add in flat bonuses to loot stage now based on the danger.
You won't notice it as much early game as its % based. You can look at your loot stage in game as you move between biomes and see it change for yourself.
Because you don't have any clue about how it works apparently.....

Just because you found the same type of loot a few times doesn't mean the loot is the same. It just means you found similar items. As your gamestage goes up the odds of finding better loot increases. Again its completely false as you can even see your loot stage in game and watch it increase as you change biomes.
The desert boosts your loot stage by 50%, if your going their early you won't see much of a difference as a boosted low loot stage is still low.
50% boost to a lootstage of 20 only adds 10 points, same bonus to a lootstage of 150 would add 75 points.
At low levels the difference it not big enough to ....feel. ( like under lvl 10)
It is there for sure, i believe the first important breakpoint is 90 lootstage.
If your curious a bit of googling should get you either a video explaining it or a table that shows the numbers.

Already proved your wrong, you've been told by others your wrong. Again you might have found similar loot but its definitely boosted. I can find iron tools, pistols, etc at level 10 by looting in the wasteland with the boost as its a 150% boost compared to the 50% boost in the desert. Going from level 15 to 22 gamestage isn't going to show much of a difference, but the lootstage is 100% increased and impacts you more and more as you level.

Try looting cars at level 1 or 10 in the forest and see if you find stuff like that....
