Every release I can remember after a streamer weekend has dropped on the mon pretty much at the same time.
I am guessing here (and agitated to play xD ) but id say around 6pm UK would be a safe bet.

the dev said themselves on the release notes of alpha 20 that it would come in the afternoon tomorrow (I imagine PT/ET times)

Realistically you can expect the build will be available to the public in about 20-24 hours from this writing. This is not an official promise of the actual release window. It is simply an estimate based on past years.

WHAT TIME DOES THIS RELEASE

so im in Australia, excitedly waiting the release of alpha 20 and there is absolutely no information on what time it is released, super frustrating, is it midnight U.S time, is it in the middle of the day etc, if anyone knows can let me know
