Is workshop just a more Steam-y mod section?

workshop will be added once the game development is complete and not before. So 1-2 moew years.

feel free to check out the official 7dtd mods subforum, nexusmods, or download the 7dtd mod launcher in the meantime.

Pretty much. The advantage to my mind is that you can subscribe to individual mods, and Steam will automatically download any updates to those mods that may be released, the same way Steam keeps your games up to date. Also if you’re the kind of person who doesn’t like digging into the file structure, the workshop ‘just works’, so you can stay ignorant of what mod files there are and where they need to go.

When modding with the Nexus, you often need supporting mods, special mod launchers or secondary programs like winZip. Also the user is the one who has to put the correct files into the correct folder. And when things go wrong, the user has to be smart enough to solve it.

I'm a big fan of how user friendly the Workshop is. You just click on subscribe and Steam does the rest. Often when games have a Steam workshop, way more people use mods. People that wouldn't take the effort of going trough the Nexus.

Would be a great addition to any game.

With how mods are installed currently, and without having a unified format for modding, workshop isn't currently feasible.

It is planned however. Once the game is closer to release, and the modding platform has been finalized.
