But there is a way to help speed it up a bit.
Loot POIs that contain blocks of cement bags. Most large buildings, like factories, normally have a fair amount in them. Sometimes as much as 1000-2000 each.
Smaller POIs can also have some but normally not nearly as much, though there are some exceptions.
Traders will also often sell both the mix and the final product.
Mixing the above two options can be a great way to speed up how fast you can get more, if the traders are offering jobs in the right buildings.
so many....
not to mention diging so much stone.
i llove to see TFP adjust the sand we get, really should be more sand when we dig it.
This is just to answer how to get the most, as the OP asks.
EDIT...Actually, this might not be correct, although it is still a very useful perk in the game. The perk says "terrain blocks" as one entry, so that might not apply to the piles of cement you find.
Upon taking anything off of them they have a fun habit of no longer remaining hanging, or intact. At which point all the stuff on them you wanted will be lost in the crash.
Bring frames and make some supports below the platforms before harvesting.
the fact with my current game stats I get over 100 stone blocks per stone block but only 16 sand when digging sand the balance is really off.
you can put stone into the cement mixer 1 to 1 ratio . 6000 stone = 6000 sand. doing this makes sand a none issues , takes a'lot longer to make stone into cement in forges .
well not everyone does that , and tbh you can mine stone faster than you can dig sand by mid game. 1 stone block gives 120 stone, 1 sand block gives 18 . you got to break 5 sand blocks to = a stone block . I realize you can break sand faster than stone but by the time you break 6 sand blocks ive broken 2 stone . that's 240 sand from the stone vs 108 sand from digging and i can do that anywhere on the map * shrug* plus anytime you mine any other resource you get stone as well ,
