If you are using randomly generated maps, then it may be bad luck with the generation.
If by chance, you are using mods that affect map or quest generation, you may want to create a new map without them.
Sometimes you may need to stick with the buried-supplies quests as they are normally <1km. Kind of a slog doing 10 with a stone shovel but then you'll open up Tier 2 quests.
If you want to kind-of cheat; you can accept a quest and cancel it, do it for some or all 5 options, wait until the next day and see what the RNG does with the new quest list.
If you really wanna cheat: devmode and reset the trader.
I do this a lot. Once i open that second trader I try to take quests that are near the other trader so I have stuff to do at both areas.
Only 1 mission was within 400km, which was a buried supplies quest. The other 4 were over 1km again.
The next day, all the missions had refreshed and 2-3 of them were withing 800km. So, as the majority of people mentioned, it definitely is a bit of luck

Time to find a new trader.
For my own sanity 100%
The worst part is im literally Day 3 ingame, have a pretty good underground base, and im building my first vehicle, the bicycle, is about 80% done.
And the only thing i get are 2.0km missions, for ♥♥♥♥ sake.
