How do you make steel blocks or upgrade blocks to steel?
I see videos showing steel bases and on wiki it says you can upgrade to steel, but I can't in game.

Start with blocks of reinforced concrete. With forged steel in your inventory, upgrade the blocks with an upgrading tool.

Ok, how do I get to reinforced concrete? My base is made of all concrete and 3 blocks after some time had passed was able to be upgraded to steel. The other blocks remained concrete.

You add more concrete to get to reinforced concrete, and then steel to get to steel blocks. You need to wait for the concrete to dry before you can upgrade. I guess in A20 they will take the drying step out, but now you have to wait for them to change from dark grey to light grey.

Another way to make reinforced concrete is to use rebar frames (buy / find / make in forge) and then apply concrete to those, goes straight to reinforced (although you still have to wait for it to dry).

They’ll also take out reinforcing the concrete, and downgrading too (again, in A20). One presumes the HP of the new concrete will be somewhere between the current concrete and reinforced concrete.
