BSOD when changing Valve Index HMD refresh rate
ISSUE
When changing the Valve Index HMD refresh rate via SteamVR video settings this results in an immediate Blue Screen of Death (BSOD).

OS
Windows 11 Home 23H2 Build 22631.4317

GPU
NVIDIA GeForce RTX 4070 Ti SUPER (MSI GAMING X SLIM)
Game Ready driver 565.90
Also tested with GRD 561.09 and 560.70 (those are not affected)

STEPS
Connect Index HMD to PC
Start Steam
Start SteamVR (tested with 2.5.5, 2.7.4, 2.8.4 beta and 2.8.5 beta)
Open Steam VR settings
Open Video settings
Change refresh rate for Valve Index HMD (selected value doesn't matter)

RESULTS
Immediate Blue Screen of Death (BSOD).
Stop code: DRIVER_IRQL_NOT_LESS_OR_EQUAL
Error cause: nvlddmkm.sys

EXPECTED
Refresh rate for Valve Index HMD display should change just fine to the desired value of 75, 90, 120 or 144 Hz.

Roll back Drivers 565.90 works for me.

I tried several times reinstalling different driver versions with using DDU prior and I still get the BSOD with 565.90

I changed my index's refresh rate to 144hz and now it bluescreens/restarts my pc whenever I try to run steamvr with it. Wonderful.

Go to your Steam\config directory and delete the steamvr.vrsettings file.

Alternatively add the following line to your steamvr.settings file at the end of its steamvr section like this:

"steamvr": {
...
"preferredRefreshRate": 90.0
}

This at least be a suitable workaround.

Ok then it is not only affecting NVIDIA cards. I had a AMD GPU just a few weeks ago, but back then everything worked fine with my Index and SteamVR.

AMD GPU: I am having BSOD simply by connecting headset and starting VR (or starting and connecting). I have changed manually (Steam\config\steamvr.vrsettings) from 144 to 120.0 and now first time had no crash. Yet.

Hi sharing my issue here, switching my index refresh rate crashes PC with blue screen everytime on latest nvidia drivers 565.90, rolled back to 560.94 as that was what i was on and issue doesnt happen.
