issue with windows 11 taskbar access within SteamVR desktop

My taskbar is set to minimize ("automatically hide the taskbar") because the monitor the PC is plugged into is an OLED TV. Within SteamVR when accessing the desktop I can see the cursor go to the bottom of the screen, however it doesn't trigger the taskbar to pop up like it does in Windows 10.
