[BUG] Main Steam window closes to taskbar after exiting SteamVR

ISSUE
As the title says, whenever I close SteamVR, my main Steam window also closes for whatever reason. It doesn't close Steam entirely, it just keeps it in the taskbar tray as it normally does when you close the Steam window. It's a little annoying to have to re-open my Steam window every time. I just got myself a new computer and so both that computer and this new one were running the same versions of Steam and SteamVR. This did not happen on my old computer which was Windows 10. (My new one is Windows 11.) This has been happening as of June 5, 2024.

The only other factors I can think of that might influence this are me having 2 overlays installed, that being OVR Toolkit and OVR Advanced Settings.

STEPS
1. Open SteamVR.
2. Close SteamVR after it has finished opening and all devices have connected.

RESULTS
As SteamVR closes, the main Steam window will also close, placing itself in the taskbar icon tray.

EXPECTED
SteamVR should close and the main Steam window should remain open.
