Varjo Base loads one component of SteamVR: vrserver.exe since it uses lighthouse tracking.
Steam is unaware of this since Varjo Base runs outside of Steam.
When Steam downloads an update for SteamVR, if vrserver.exe is running, then it will fail.
I would suggest quitting Varjo Base.
Then quit Steam (use the menu option - the X just minimizes the main window).
Relaunch Steam. This will trigger any pending updates of SteamVR if needed.
For good measure, right-click on SteamVR in Steam, select Properties..., Installed Files, Verify integrity of tool files. If vrserver.exe failed to update, this should catch that.
Finally, after all of that you can relaunch Varjo Base and see if this problem persists.
If that doesn't fix things, then I would suggest opening a Support Ticket so a support person can walk you through additional troubleshooting steps.
1) Launch SteamVR
2) Select Settings from the desktop widget
3) Under Startup / Shutdown, click Manage Add-Ons
4) Find Varjo in the list and turn it back On if needed
