playing movies in browser
In 2.2.3 I am not able to watch netflix on chrome, edge, or firefox. I used to be able to when i tried several months ago. Now I get a black screen in headset while the sound plays. Sometimes if i fiddle with the theater mode and the separate windows from the steamvr window manager, i can get it to lock up my computer.
This has worked for me previously with no hiccups.

I'm sad to report that this blank/locking behavior also occurs in the 1.27.5 branch.

I guess browsers have changed how they protect their video streams? Is anyone else able to watch movies on a screen in VR?

Needs to be the active window, not minimised or have any other window ontop

False, it's most likely Widevine or whatever DRM copy protection Netflix uses now interferring with the image capture that Steam uses to show the desktop.
Technically, this is exactly what the DRM copy protection is trying to block and it seems to do it successfully.
This behaviour even occurs when you take a screenshot or use snipping tool.

A blank screen would be one thing, but this current behavior locks my computer up. Ctrl alt delete responds, but once i open the task manager its locked again

I resolved this by unchecking "use hardware acceleration" in my browser
