Upgraded GPU to RTX 4090, now I get stutter in SteamVR + VR Games
Computer Specs : (This should run anything)
- AMD Ryzen 9 7950x 16-core
- Asus TUF RTX 4090 (previously RTX 2080 Ti) - resizable BAR enabled
- 128 GB of RAM
- 4TB nvme SSD (>2TB of free space)
OS : Windows 10 Pro
VR Hardware : HTC Vive (1st gen)
SteamVR Version : 2.1.4 (1700247842)

When the problem started : I first noticed the problem on November 27th 2023, after I upgraded my GPU to a RTX 4090 and decided to try it out in steam VR.
I immedietaly noticed some strange image stuttering when I move my head around, happening around once or twice per 10 seconds, it is VERY distracting and unpleasant.
I didn't have that problem with my previous GPU (RTX 2080 Ti), but I also it had been a couple of weeks (but less than a month) since I last played in VR, the issue might
also be related to a recent Steam VR update. I have opened the SteamVR profiling tool, and I am not dropping any frames. I'm getting a consistent ~4ms frametime in BeatSaber, and around ~2ms in SteamVR home, well under the 11ms margin.

I am getting the stutter in all the games I tried so far : SteamVR home, BeatSaver, The Lab.

What I've tried so far :
I have updated to the lattest graphic drivers, windows update and restarted the PC, still getting the issue.
I have tried the solution described in this reddit thread (changing the vsync_to_photons_increment value), it didn't work for me: https://www.reddit.com/r/SteamVR/comments/118vlrl/fix_for_rtx_4090_and_vr_tracking_input_latency_lag/
I have tried disabling Motion Smoothing in the SteamVR settings, and reducing the render resolution, didn't work.

First, do you have your GPU set to "Prefer Maximum Performance" in the NVidia Control Panel? Choosing that setting has long tended to fix stutters, especially ones that are mostly seen while rotating or looking around.

Otherwise, looking at your specs, next thing I'd try is disabling resizable BAR in BIOS -- that feature still isn't very well supported by NVidia, and seems to cause more performance problems than it actually solves.

If you're still seeing stutter after disabling reBAR, I would check to make sure that HAGS (Hardware Accelerated GPU Scheduling) in Windows is disabled.

If none of those work, roll your GPU drivers back to 537.58 -- there's a trend of reports starting to build that seems to be pointing at an issue with 54X.XX branch drivers and the new SteamVR 2.X.

If you're still stuttering, try rolling back to SteamVR 1.27.5 -- you can get it from the list of opt-in betas for SteamVR.

If, after all that, you're still running into issues, you might want to also hit HTC's own support forums -- HTC's lately had some issues with keeping the older Vive headsets properly supporting newer hardware, so there's a chance that your particular problem (Vive + 4090) could be something that needs their attention.

I'm wondering whether it is a more widespread issue with any 40xx. In particular there is this issue with motion smoothing and NV 4070 which hasn't been resolved AFAIK:

4090 here-- for some reason, this happens to me only if I set my headset down. The longer it's left on its rack with SteamVR + HMD on, the more stutter I have. A minute or so is enough to make everything nauseating. A half hour, and there may be several seconds of lag in head-tracking instead of just a frame or two here and there. Sometimes I notice very subtle stutter when I haven't been AFH (away from HMD) but restarting SteamVR, annoying as that is, always fixes it. I'm using a Pimax 8kx-- don't need to restart Pimax service to fix it, just SteamVR. I thought it was a fundamental issue with SteamVR... I upgraded from a 1060 so I don't have any other reference experience.
