Bug: SteamVR can't detect controllers build with Unity OpenXR
ISSUE
Between 2/2 and 3/17, SteamVR no longer worked with Unity OpenXR.
I got a report that the game is no longer working on windows all of a sudden on 3/17 and the game binary was built on 2/2. I tried everything including reinstalling windows but neither Unity editor nor the binary build can detect index controllers.
I tried lots of versions of Unity and OpenXR but the problem persisted, until I rolled back the SteamVR version to 1.15.12 (the only old version to the public), and the problem no longer exists.
I strongly suspect 1.21 caused the problem.

OS
Windows 11 Build 22000
Unity 2020.3.33.f1
OpenXR plugin version 1.3.1

STEPS
install latest SteamVR 1.21.12 (at the time of writing)
open game that is using OpenXR or run VR example in unity editor (index controller is not detected)
install SteamVR 1.15.12
open game that is using OpenXR or run VR example in unity editor (index controller is shown)

RESULTS
The index controller is not detected by Unity OpenXR in SteamVR 1.21.12 or beta

EXPECTED
The index controller is detected and tracked.

Can we enable roll back to 1.20 until this problem is fixed? thanks!
