Desktop View not working when running Steam as Admin

Issue:
When Steam is launched as Admin it is not possible to view the desktop inside the VR-Headset over steam vr.

OS:
Windows 10

Steps:
1. Have a "regular" user with no admin privileges.
2. On that user run Steam as an Administrator.
3. Launch Steam VR and try to use the "Desktop view" provided.

Result:
Steam VR either shows no Dekstops found or shoes no screen at all. Clicking the "show keyboard" button crashes steam vr.

Expected:
Desktop view and free use of the keyboard button.


Note: Running the System in the same configuration while Steam is not run as Administrator prevents this. However since few programms and games require this and now VR "sort of" requires you not to run it as admin one would have to restart steam when swapping games.

There's some major issues with SteamVR right now when running Steam in admin mode. I need to run it in Admin mode so I can configure things like MSI Afterburner and Rivatuner while inside VR through desktop view. If I have to run Steam in normal mode, this is going to be a major pain in the butt for me.

Not only is Desktop view messed up in Admin mode, but so is a whole bunch of other crap. All my Unity based test apps like the Jitter Test, Base Station FOV Viewer, and older Oculus tech demos all crash on launch if Steam is running in Admin mode.

I don't know what version of SteamVR brought on this crap but it has to get fixed ASAP.
