SteamVR w/Oculus Rift S Visual Glitches, Shakes, & Tears
ISSUE
When turning on SteamVR and playing any of the following games (that I've tested): Home, The Forest, The Room VR, and Twilight Path, I get visual glitches and image jumping/tearing as if all the pixels are getting stretched or the headset is being shaken and tilted.

NVIDIA GeForce RTX 2060 (Tested Drivers: 446.14, 457.09, 460.89)
16GB RAM

STEPS
Open Oculus
Open Steam
Select SteamVR
Put On Headset
Watch SteamVR Home Load
SteamVR Home Loads In (Experience Visual Glitches & Screen Tearing)
Use Hand Tracking Controller to select The Forest from Home menu
Watch The Forest Load
Arrive at The Forest Main Menu (Experience Mild Visual Glitches)
Select Single Player
Select Peaceful (for testing)
Watch Intro (Experience Visual Glitches & Screen Tearing)

RESULTS
When I load into the game platforms, I receive visual glitches and screen tearing where it looks like the pixels get pulled like taffy. This does NOT happen in Native Oculus Home or Games. Only Steam VR. Interestingly enough, these visual tears and glitches do not appear on the PC Monitor if the game mirrors on screen or if I record from OBS.

EXPECTED
To play the games as normal with little to no fps/stutter and certainly no shaking and ripping.

TROUBLESHOOTING PERFORMED
1. Updated all drivers.
2. Tested various NVIDIA Drivers based on other feedback (446.14, 457.09, 460.89)
3. Uninstalled & Reinstalled SteamVR multiple times
4. Checked SteamVR File Integrity
5. Reseated DisplayPort
6. Reseated USB 3.0
7. Tried different DisplayPorts
8. Tried different USB 3.0 Ports
9. Uninstalled & Reinstalled The Forest
10. Checked The Forest File Integrity
11. Checked CPU usage in Task Manager (stays around 30-40%)
12. Checked SteamVR Display Performance Graph
13. Uninstalled Razer Synapse
14. Set Windows & NVIDIA to "High Performance"
15. Tried applying "-novid -console -vconsole +vr_fidelity_level_auto 0 +vr_fidelity_level 3 +vr_render_scale 1.15" to LAUNCH OPTIONS in SteamVR, SteamVR Home, and The Forest (it does nothing as far as I can tell)

Wanted to point out that when I reseated my headset cable, it then said it could not track due to lighting, however while it was incapable of "tracking" the visual image was perfectly still and clear. This leads me to believe that this is a tracking issue.
I have the exact same problem. directly from that example video. ive been tweaking everything to get an improvement in order to play phasmaphobia, all day wasted. but weirdly enough, i turned off my monitor and it improved. but just by a margin. it is only tearing less frequently, not a solution. i really want a proper session, if anyone could help

Well i have the same problem... But i assume it probably will be a tracking problem. I mostly do simracing and i can imagine the tracking gets affected by the moving wheel or the movement from the monitor in game. As far as i can remember (last time in vr was a while ago) i never had the problems in beatsaber or even minecraft... just when i sat here and played racing sims
This sounds *close* to an issue that just cropped up for me.

I occasionally get an issue similar to the "taffy" screen tearing phenomenon originally described (namely when moving my head about), however the larger issue is white spots and lines artifacting when launching steam VR (or any games) oculus link. I haven't been able to pin down exactly what they seem to correlate with in terms of potential causes, but they are often occompanied by stutters.

CPU usage, GPU usage, and temps are all showing nominal values. Nothing that would indicate anything happening there. (specs are R5 3600 & 3060ti).

Maybe the solution would be just to shut the Monitor of? Or disable any tipe of mirrored view on the Monitor so the tracking couldnt get affected by that. Maybe that makes it a little better? 🤔

Hope there will be some Kind of good solution

I know this is a few years late but anyone find a fix? i am getting the same texture stretching bug on a quest 3
