Report a translation problem
I really found this problem frustrating and it is now fixed. I did everything steam support suggested, but none of that fixed the problem. I removed all kinds of programs that they said may be conflicting and did virus scans while rebooting after trying to change almost anything.
Without any of that working, I decided I needed to find a way to reinstall Steam without having to download all my games again. I did this by deleting all of the files in my Steam directory besides Steam.exe and my steamapps folder so I wouldn't have to redownload my games. At first, my VR wouldn't work. I think my base stations were stuck in standby mode since I had that enabled previously, so then I unplugged and replugged them back in.
After this I decided to go straight into room setup, which I ended up using room scale VR setup for the first time. I normally do standing only. I am guessing that what fixed it was reinstalling steam, but I wanted to provide all these details just in case.
Hopefully some of this information might help to provide a way for a fix that prevents this type of problem from happening again. Thankfully, reinstalling Steam the way I did was rather painless, but going through and trying everything else to fix it was not.
