Can you try navigating to C:\Program Files (x86)\Steam\steamapps\common\SteamVR\bin\win64\vrmonitor.exe and double clicking it directly and let me know what you see?
Also, did you just reinstall Windows on that PC?
Can you look in your Steam library under "tools" and find "Steamworks Common Redistributables" and launch that. It might not look like it's doing anything (it's a common package with standard stuff you get when you see "performing first time setup..."). Then try running vrmonitor.exe again and let me know if anything is different.
I have tried:
-Reinstall SteamVR
-Unplug and plug back in my VR headset
-Tried swapping the HDMI and USB ports
-Restart my computer

Yes, Windows 10 is a clean install. Only Steam and MS Office 2016 is currently installed.

popeye (OP): Probably need to delete %LOCALAPPDATA%\openvr\openvrpaths.vrpath
Art3zival, it seems like something non-VR specific is wrong with your machine. If you want help with that, you could open a support ticket. Whatever it is is going to require more troubleshooting on your part.

Yeah no, I deleted the openvrpaths.vrpath, tried opening steamvr again and it didn't work. I might just have to wait till SteamVR updates once again
Edit:
I feel so stupid. After i tried opening Pavlov to see if it just needed a game to have steamvr boot up, I guess that was the solution. When I started it up it booted up steamvr but when steamvr popped up it said “Please plug in your headset” even though it was already plugged in. When I saw that I just went into the SteamVR settings and clicked “Reset all SteamVR USB devices” or something like that, followed the steps it gave me and there it goes, it’s fixed.
