Steam VR running but not running

For some reason the past few weeks i've been having a constant issue of when I leave VR using the in game steam vr window/exit vr steam will just sit there saying steam vr is running ... when .. it is in fact not running to EVERYTHING ELSE on the computer.
So far the only way I've been able to make it shut the hell up about it running when it is in fact not running is to completely restart my computer. Which as you can imagine gets incredibly annoying after the 8th time of having to just because I wanted to hang out with friends in vrc.
I've told it to stop using the steam stop button, i've restarted steam, i've closed every steam thing I can find in task manager and as I've stated above. Only way I've found to make it stop is to restart my PC.
