Can't set base station 2 channels

One of my base stations got knocked over and now it has a nice tinkle when you shake it. So I bought a brand new replacement base station. The trouble is, I can't use the old one and the new one together because I get this:

Base Station Setup Error
SteamVR has detected multiple bases set to channel 1. For best results, use unique channels for all bases that can be seen at the same time [Dismiss] [Configure]

No worries, just go to Base Station Settings and press Configure Base Station Channels right? Except when I try to do that, both base stations appear in the scan, but have a red X next to their Channel should be listed and they both have "Channel: --" instead of a channel number. Clicking on either of the links gives me this:

LHB-XXXXXXX requires a device update to enable channel configuration.

OK, fine lets update the device. Except according SteamVR, it's already up to date. Following the instructions for device update I go to Devices > Update Device and see that everything is up to date.

OK, maybe there was a problem with the last update? So I go back to Base Station Settings and try Recover From Incomplete Updatebut nothing shows up in the scan as needing it.

Back in Configure Base Station Channels, pressing the [Automatic Configuration] button reveals that the channel is apparently unknown (even though the original error box claimed that both were set to channel 1), with the following message:

Base Station 2.0 Channel Configuration
There are no channel conflicts.
There are 2 Base Stations whose channels could not be determined that may result inn potential channel conflicts.
