open STEAM VR , audio glitch like a jackhammer

i open steam VR and it repeats the same sound over and over again . about 1/4 a second long . over and over again. like a power tool or a jackhammer . using Rift S ( the headset works good )

The game in question is half Life :Alyx
ive :

-updated steam VR
-restarted Meta Link (the rift software )
-tried running it without Meta Link
-restarted Steam
-tried to run it thru meta link without steam VR ( it shows on the menu once ive run it ) . this direction gave me an error . unable to connect to oculus runtime .

edit : other steam games work . i just ran undead citadel no problem .
