[HELP] Quest 2 headset detected by Oculus app, but not Steam VR

We just purchased a Meta Quest 2 and are trying to use Steam VR for certain games. We're using Virtual Desktop. We are having a reoccurring issue where Steam VR can't see or use the headset because Steam VR doesn't see the link/headset. However, when we check the Quest Link status in Oculus, every box is checked, the device is seen by the PC, the Quest link is perfect (cable or not).

When using a link cable, Steam VR says "you must manually enable Link or Air Link in the HMD before starting SteamVR."

When using Air Link, Steam VR says "Headset not detected."

Please give some advice other than "restart," "uninstall-reinstall," "unplugg-repluggy," etc because I promise that we've tried it all. We've also changed to the Beta setting and allowed unknown sources. We can't figure out how the headset can be detected by Oculus but not Steam VR, and it prevents us from playing anything in steam.

Update. We've been working with this for literal hours and out of nowhere a pop-up came up above Steam VR that said "restart to apply update" and suddenly it worked. I'm dumbfounded. Hours of my life wasted and we still have no idea what we did right or wrong
