Basically go to Bluetooth in windows settings to pair them.

The issue is caused by the runtime engine! SteamVR should be using the Windows Mixed Reality openxr runtime, otherwise the controllers won't be working.
Click on SteamVR settings -> Developer and have a look at "Current OpenXR Runtime". This must be set to "Windows Mixed Reality" instead of "SteamVR".
How to change that?
Click within the SteamVR settings on "Startup / Shutdown" and then on "Manage Add-ons". Here I had disabled all entries, which in my case were: Virtual Desktop Streamer (Quest), Pico, Gamepad Support.
The root of the problem was that I have tried out the Pico 4 headset and used it together with Virtual Desktop to play SteamVR-Games.
