What I did was uninstalled SteamVR, unplugged then plugged my Index in again and let that trigger downloading SteamVR with the window that pops up. Started working when the reinstall finished. Strange...
Hope that helps someone, although it seems there are many different methods with varying degrees of success.
DL the Virtual Desktop app on your headset and computer and then use the VR Headset to launch Steam VR. Quit the program on the headset, return to your computer and open SteamVR from your computer. It should recognize the cable link now.
This worked for me, idk how my c++ redistributables got messed up but... here we are...
Open the Control Panel and go to Power Options.
Then, select “Choose when to turn off the display”.
Next, click on “Change advanced power settings”.
Expand “USB Settings” and “USB selective suspend setting”.
Configure the “Setting:” to “Disable” and click “Apply”.
then i unplugged the vr plugged back in instantly started workiing
