Launch steam, launch Steam VR, then go back into your library and you will see in the VR section of games that the room setup appears like it's a game in the vr games list. Run it and fix your room setup. ANd an FYI the hight measurment seems to be a bit optomistic. by that i mean broken! so set your heignt about 10 cm lower than you actually are. Possibly could just be my end tho.
Please, Valve, enable it again for Oculus Rift users.
Oculus software is on, accept unkown sources is enabled, there is a small steam window which shows my HMD, oculus touch controllers and the 2 sensors as "green". My position in steam vr app - under floor.

This issue got me when I tried to calibrate the floor. Without wearing your HMD, (or tricking the sensor in the visor), steam will not track the headset. I just stuck my hand in the visor during calibration.

Yes! Room setup had seen HMD(Oculus rift CV1) when I closed the visor sensor with my hand. The absurdity of the situation is that Rom Setup instructs to remove the helmet from the head, but this program at the time of tuning should "think" that the helmet on the head otherwise says that "HMD is not connected".Thank you, Daemoc.
I got the app to execute by running;
G:\Program Files (x86)\Steam\steamapps\common\SteamVR\tools\steamvr_room_setup\win64\steamvr_room_setup.exe
This app is not well designed for the Rift as it does not operate in VR. It requires;
- the headset to sometimes be placed on the head to activate its connection
- (the controllers to sometimes have their buttons pressed to activate their connection)
- the controllers to be placed in a position within view of the sensors (eg the floor)
- the rift to be held in hands or placed on the floor for calibration (rather than the head)
- the rift to be carried around with a controller to define the play area boundary
