But then I found the solution! I went to the Developer settings and found that Enable VR Dashboard was deselected as on of the first checkboxes. I checked it and relaunched and I could hit my menu button and launch the Dashboard within the headset.
Boy that was a headache to figure out. There are way too many options saying opposite things in the SteamVR Beta.
Are you still currently having this issue? I know that I recently had the issue arise because of a Windows Defender option that I turned on, and then subsequently changed the Steam dashboard exe to run as admin, so even after I disabled 'Controlled Folder Access' from Windows defender it still wouldn't load.
Removed the option to Run the EXE as admin and tested again and it seems to work, let me know if you're still having the issue.
