do you have a Controller with a cable you can connect to the headset during the setup phase? If so you might be able to do it that way in this video it shows a controller below the Oculus controllers. https://www.youtube.com/watch?v=pCM26VKamKU skip to 1minute and 32 seconds.. I hope this helps..

You may be able to bypass this by opening Steam link. Other usb controllers (non-vr) might help, but the setup process does expect them, and many applications do too. The Quest 2 is a standalone headset, which means it has it's own internal system that functions independently from your computer, it doesn't have eye tracking, so it's internal configuration will require controllers to fully function. Even the post you looked at likely assumed that you would have them.

Note that hand tracking is not very reliable or even an option in most applications, and if you are trying to just use it for PCVR use in keyboard and mouse games you are going to find that many of them also require vr controllers.

tldr; I get what you were thinking, but VR control systems are in flux and developers are defaulting to requiring them rather than guessing what you might have. Also the Quest is a standalone headset, so it requiring controllers for it's own configuration and use should not be a surprise. Look on eBay or something.
I can’t afford any unfortunately I tried plugging it into my laptop and using steam vr but with the privacy settings on quest 2 you need to allow access via the headset for it to even register to steam that you connected a headset it’s really upsetting I see people using hand tracking on quest 2 all the time in vrchat and I’m still stuck on desktop not even able to use hand tracking with a web camera because it’s blocked behind a paywall
