error 451 code. how to fix!!!

ok so i just got this really good sandbox game called hard bullet, and its amazing. but when i try to load the game, load into steam link, try to load into the steam thing (not steamvr home), try to load a map or do pretty much anything, it will almost always give the same "video not streaming" bull***t. i have absolutly no clue why its doing this ive tried going to a previous version of steamvr, pre loading steamvr, updating my gpu drivers (i think) and sometimes it works, and i play for about an hour or two until it either crashes for no reason, or my headset runs out of charge. if anyone have anything that could make it even a little more stable, that would be amazing.
