right now though, i see on the steam store that valve index headsets, valve index controllers, and valve index base stations are all in-stock and available to purchase.
however, for some reason, the "full kit" is out of stock.
Not sure why that would matter though if the components are all in-stock what's stopping you from buying them individually?
Having the item not in stock is not related to your account purchase.
The Index is available to buy at least here in Germany.
You can hold back, of course.
Just like those who have been waiting for 3 years for a decard, which invariably, is almost on sale, for 3 years.
Like those who have been waiting for quest 3, for two years, saying don't buy quest 2 today.
Like those who have been waiting for deck 2, don't buy today.
So you may be right, and in 6 months we will see a prototype of decard, and in a year there will be subscription for the purchase. But maybe it will be in 3 years, or never.
There are a lot of people here who have been saying for 3 years that they will buy index 2, but they don't have any vr. It happens in waves, they appear regularly.

The index wasn't even the best headset you could buy when it released and it is well past obsolete now.
