Valve index - steamvr is waiting for a wireless connection (error 215?)

Out of the clear blue sky, I get the above message when starting steamvr. Was working fine a few weeks ago. I do have a quest 3 that I sometimes use wirelessly with my index-connected PC, but that was never a problem before, and suddenly now, my index is a paperweight, since steamvr seems to insist on trying to connect to a wireless headset even when my quest 3 is powered down. I've found no way to get around this, including reinstalling steamvr, trying beta, trying older versions, trying to reset the headset (which I can't even get to power on), etc. Settings does nothing, the headset isn't detected, but based on the startup message, it's not even looking for a wired headset at all.

Is this something to do with my using steam link with my quest 3 from time to time? Anyone have a suggestion to resurrect my Index? I want to be able to use both like I could just weeks ago...

Another annoyance is my index base stations are stuck to on (green led) and steamvr won't let me do anything with them because it keeps saying bluetooth isn't available. I'd have to pull the plugs to turn them off.

All of this started out of nowhere. All these things worked fine. I'm baffled. Any help?

FWIW actually it says "Awaiting Wireless Connection. SteamVR is waiting for a wireless headset to connect..." - I typed the error wrong, or incompletely. Feels like this has to be related somehow to my very occasional use of my quest 3 over steam link but again, this came up out of nowhere. Also, weirdly, the little icon to start steamvr that looks like a mini-HMD has vanished. I have to start steamvr by launching the app manually. Help?

I have found uninstalling Vive wireless program, SteamVR and deleting its files completely works for my OG Vive when it fails to work after a headset and Wireless adapter update. These updates never fail to bork my setup and have become use to doing this..
