Steam vr and a few other things install in the steam folder, there is no way to change this, but there is a workaround.
1:
You can search here or on the internet how to install steam on a disk other than c:
2:
You can install Steam VR on C: and move it to another location, using symbolic links. Windows has recently introduced symbolic links, just like those in Linux.
3:
I think there is also an option to manually move and edit steam configuration files.
