Have you downloaded the meter quest link software onto your laptop and connected that way first? And I use Virtual Desktop to play Steam games, which works fine for me.

I doubt this is a steam problem, Steam VR is huge on the Quest 3. Lots and lots of poeple bought their Quest 3 just to play PCVR. Quest 3 is actually the second most common headset on Steam VR, Quest 2 takes the top slot. I am not saying it is flawless, but it works fine for thousands of users.

There is likelly some configuration option that isnt set right. Try the Steam VR forums on Reddit, there is likely someone on there that has an answer.

I would certainly start with Meta Quest Link software and a GOOD link cable (gas staion USB C cables are not likely to be up to the job). I believe you can get teh Demo of Virtual Desktop to try it out, but you need a serious, dedicated Wifi router that can deliver 2400 Bps

I use vitual desktop over wifi with my Quest 3 and it works great. I have used the link cable with Meta software as well as Occulus Link over wifi. They all worked fine but Virtual Desktop is the fastest, cleanest option. No issues whatsoever. Havent tried Steam Link.

I dpn't know what your laptop is, but I would be hesitant to rely on a manufacter's rating. I would never rely on a laptop mself for high performanance things like VR gaming, There will always be some level of throttling.
