can i run this with intel(R) UHD graphics 770
i kept getting error 499

2 issues:
1) UHD Graphics runs CS:Go(not even CS2) at 80 fps. That is very low. Too low for VR.
2) Integrated graphics(especially Intel's) often don't have VR support, mainly because of reason 1 - no one needs VR as weak as that.

Even if you manage to make Quest 3 work somehow, you are still in for lowest fps, at lowest resolution. Chances of running Quest 3 at its native resolution are non-existent.

That chip is up-to-date enough, techwise(12th, 13th CPU generation), but it is just too weak for VR.
