Yes and No,
No = Still showing my Quest 3 as connected via USB 2 in the Meta Quest app, despite it being an original fibre optic cable from Meta, and being in a USB-C 3.0 port...
Yes = SteamVR recently updated with a patch a few days ago, and I have been able to finally connect via RIFT desktop view, get into VR games, and have a semi-solid gaming session.
But, my game just randomly crashed about 2 hours in...which looking at the forums with SteamVR, that was a pretty good gaming session haha. Looks like it was my PC just randomly disconnected the RIFT connection for no reason... Clearly SteamVR has many many issues.
TLDR: SteamVR latest patch appears to have fixed initial connection to RIFT, but randomly crashed later on.
Yes = Quest 3 side tap pass-though appears to have been fixed, and no longer crashes or freezes.
The whole SteamVR app honestly is just trash and poorly optimised, people are complaining of a memory leak ATM...some things fixed, some things broken... I feel this is going to be the norm in the future.
Atleast now my headset connects to my PC... that's a start.
