If you all want to play around with drivers in your free time just go looking at old amd drivers till one works just type off what card you have and search for that cards old drivers from amd or look in device manager right click on your card and hit properties and see if it saved a rollback

whenever I link my quest 2 to my pc, it works at like 2fps and with a ♥♥♥♥ ton of delay in the movement. There's lots of graphical glitches and steamvr just says "A key component of SteamVR isn't working properly".
I really hope this gets fixed up soon
Completely new system build. All components brand new, OS freshly installed.
Processor AMD Ryzen 7 7800X3D 8-Core Processor, 4201 Mhz, 8 Core(s), 16 Logical Processor(s)
NVIDIA GeForce RTX 4070 SUPER
Windows 11 Pro - upgraded to enterprise but the same error
I have confirmed the files are in the correct location, Geforce experience confirms I have the latest video drivers installed,
AMD Chipset installer confirms I have the correct drivers installed.

There might be some bugs with the latest SteamVR updates. At this time, we do not have any further troubleshooting steps.
However...
I'm on a quest 3 and I have found that the oculus link works fine, I can play oculus games over the oculus air link so it's not the graphics drivers.
I have got many things to work by pointing stuff to the oculus openXR
MSFlight Sim
HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\OpenXR\1
C:\Program Files\Oculus\Support\oculus-runtime\oculus_openxr_64. json
Virtual desktop
Options
OpenXR Runtime: VDXR
Alyx still fails as that appears to be hardcoded to steamXR, same with skyrim, but blade and sorcery, google earth, aerofly fs4 all seem to be working fine.
