ALVR is a good alternative but I can't get the Oculus app to run on my PC, anytime I try to download it, it doesn't download and then it breaks my computer having me to factory reset the whole system, and I have no clue on what causes it. hell I just got done resetting my computer yesterday.
You don't need the Oculus app for ALVR; you only need SteamVR. For me, SteamVR worked when used through ALVR. It didn't work only when launched directly through Steam/Steam Link.
Additionally, I was able to get SteamVR working again (the normal way) without getting the "failed to create/reset encoder" error. I've posted my findings on this Discussion Post , although they are not very definitive. Hopefully you can derive something from it.

I might be able to help you if you run into specific issues. If you do need help, make sure you send along the exact error message and error code you get with as much context as possible.
