also, if it is provided I would look up the steamvr error code and see if there is a solution to it. since I don't know exactly know what is happening, or have any sort of crash log or error code besides a common steamvr critical error dialog the best I can do is give basic advice that could solve the problem. also it might be worth a check to investigate the two other addons you have installed being the smoothtracking and the htc_rr and see if those are known to cause issues.
if all else fails after reinstalling the steam client and headset drivers then you may need to backup all of your files and nuke windows completely. (download the iso, flash a usb, run advanced setup and delete all partitions, let windows reinstall and resetup everything)
make sure you have a secondary pc or a flash drive with drivers already on them incase you need to manually install the network driver, once connected to the internet run windows update and go grab a coffee and some snacks while it downloads all the updates and other drivers needed then reinstall all of your apps and games and test if vr is working.
