tundra trackers, 1.0 vive base stations, no headset. how do i get bluetooth? PLEASE HELP

I'm using tundra trackers and vive 1.0 base stations for upper body movement as a vtuber.
base stations recognize each other, and I'm trying to set it up in steamVR but it says Bluetooth is not available. I connected a tracker to it and it wouldn't give me any Bluetooth. I read on reddit that SteamVR only connects to the Bluetooth in a headset, is that true?

if I don't get a headset is there any possible way to get this to work? I don't do VR games i do regular PC gaming but wanted my vtuber in the corner for reactions, I was planning to use a tundra tracker strapped to my head for movement and VSeeFace facial recognition for face movement. is there any way to get this to work?


*basically my question is, can i use tundra trackers and vive base stations + pair it to SteamVR without a headset? also if i need a headset would a $30 one from amazon that had bluetooth work? i literally just need something for head movement, i don't actually play VR games.
