You have to keep in mind Valve's design ethos for VR games is to make them as "new VR player" friendly as possible. That's why Alyx is so bare boned and static for example. Only 3 enemies at once maximum and most enemies are slow moving gimmick fights and even the "fast" enemies are slow, or the way Alyx herself moves at a brisk walk.
You can't really make a good online deathmatch style game with this kind of design philosophy.
