I resolved this, the issue is to do with openvrpaths.vrpath file located under:
C:\Users<user name>\AppData\Local\openvr
In that it will have incorect paths and will be broken, I personally have this issue because i have my data games off on the F drive (2tb drive) I did some house keeping and tried to make my stuff tidy.
Any way its best to give example so you can see what I mean. both previous not working and updated working file ! happy days.

Now instead of getting this : http://imgur.com/ekRcw6p It just fires up and works, I had to just do some steam vr room set up thing which a kitchen broken down to a round room. Steam admin you need that when steam VR installs it actually looks through the drives and makes this file correct, Its orginal path it pointed to, steam didnt even exsit any more in those places at all. But I think these paths are correct, though. I'm not using a different partition.
Do you see something strange about this?
Uninstalled Razer Synapse. SteamVR correctly detected my HMD.
Hope this saves someone else a LOT of time.
My solution was different
I closed MSI Afterburner and RivaTuna (closing MSI Afterburner usually closes RivaTuna with it).
I had this 301 Error for a week and it was driving me crazy. At first, I thought my Avast Antivirus might be to blame, so i uninstalled, then reinstall and the problem was still there. I updated windows 10 from version 1607 to 1803 and it was still there, so i
1. signed out of my windows account and signed in to a guest account and I didn't have the error there, so i knew it was a program that i had running on my main account that wasn't currently running on a guest account.
2. through process of elimination I narrowed it down to MSI and Rivatuna and I simply closed them, I did not uninstall them, just closed the programs and SteamVR finally recognized my RIFT.
how do i open a .vrpath file?
