Report a translation problem
I was able to fix the issue by doing the following:-
1) Uninstall SteamVR.
2) Delete SteamVR folder.
3) Restart the PC.
4) Install SteamVR.
It is working fine now.
Just to add. That's exactly what I did. It also worked.
However, I had to do some other changes.
Situation:
1. Found the my AV Bitdefender blocked (x86)\Steam\steamapps\downloading\250820\tools\USBDeview\USBDeview.exe
2. deactivated Commodo Freeware firewall's Auto-Contraitment and virusscope feature.
3. Uninstalled the SteamVR
4. Ensured that "(x86)\Steam\steamapps\downloading\" was empty
5. Reboot
6. Reinstalled SteamVR
Right click on Steam.exe
Navigate to properties
Navigate to the compatibility tab
Set Steam to run as Administrator
Run Steam
Run the installation for Steam VR
Wait for Steam VR to fail
delete the file that failed
Run the installation again
Delete the next file that fails
Rinse and repeat until working

Yup - this worked for me. I also had to make sure to:
1) Quit and end tasks for SteamVR, Steam, Unity, and Oculus.
2) Restart my computer.
3) Delete all files in "(x86)\Steam\steamapps\downloading\" folder.
then...
4) Delete SteamVR folder.
5) Restart PC again.
6) Install SteamVR.
and now... finallly... it works again.
