On the Oculus's PC app's settings make sure OpenXR's runtime is set to Oculus.

Had this issue too. Oculus Link would run perfectly but sTeamVR has terrible FPS. I solved it by reinstalling, but finding if the issue is back on games that don't support using only Link is difficult. But it can be detected if you have low FPS but your graphics card isn't high usage.

One thing to do would be to check your resource consumption in the task manager, something could be using the CPU alot in the background. Also make sure res is on auto or 100% or below.

my pc is very strong so i think its a software problem

It's likely it's a CPU bottleneck. My rig is equal if not greater. My 8c/16t processor caps at 50 percent usage, which means it's a bottleneck since steamvr only used 4 cores. Just because your CPU isn't maxed doesn't mean you don't have a bottleneck. I'd get fpsVR to monitor your system while you play so you can see your "Local usage" (The overall usage that steamvr process currently occupies).

i had a look at my cpu running steam vr and its seems to be ok i have always had i problem's with the oculus quest 2 and i think it might be to do with new software on the app. because i have stuttering when i play pcvr and I have tryed to fix it for a year now after finding out the oculus support is not very helpful i think i will later on change to a valve index but hopefully there will be a bug patch for this.

I just fixed my issue and it was (2) issues.

1.) My USB-C cable had intermittent connections. I re-crimped the connectors with my fingers (it was pretty loose in the Quest 2 sockets) and a lot of my stutters and intermittent issues disappeared which contributed to lower FPS.

2.) I also got better FPS when I took my Oculus 2 back to default 3936 x 1384 at 72hz refresh. I maintained a high frame rate up to 90hz refresh until I tried to take my resolution from Oculus 2 default to 120% and then saw my FPS drop quite a bit.

I am running a 2018 Era Intel i8 8 core / 32GB RAM / NMVe / Nvidia 3800 GPU and am getting a stable 72-90 fps on my VR games again.

But I think the majority of my FSP drop was the intermittent cable connection (failed lots of time on the Oculus USB bandwidth test if I moved my head around while the test was running).

YMMV, and the usual qualifiers..

FPS cap between 72 and 90 is huge, there's a reason why 120 can only run at top tier rigs. Your Oculus prioritizes latency rather than FPS, so if the target cannot be reached without going close to full usage which introduces a bunch of input lag, it activate ASW (Asynchronous space warp) which halves your FPS and lets the Oculus processor interpolate the inbetween frames. The switching between ASW mode is the stuttering that you see. You can fix this by toggling to keep ASW on or keep it off, although it's best to leave it alone and tweak your settings.
