Report a translation problem
1- Removed the HDMI cable (the one connecting my laptop to a secondary monitor)
2- Uninstalled and installed the Oculus software
Edit: I think somehow using HDMI is blocking some stuff that Steam VR is looking for when you connect the headset. They both are streaming visuals, so maybe it is a driver or a hardware problem. Maybe on the software side, it detected things related to the secondary monitor, instead of the headset (I connected the monitor first at my first attempt), and the software didn't check it again. I am new to this field, so these are my ideas. Hope it helps.
So the order is
1. Start Oculus App on your PC, turn and connect Oculus Quest device, ensure Oculus App shows devices are connected
2. On Oculus Quest device go "Quick Settings" -> start "Oculus Link Rift" app
3. Start SteamVR on your PC
