Pair Index Controllers to Steam Dongle
I recently purchased the Reverb G2 along with the Valve Index Controllers, 2 steam USB dongles and the Index base stations. I have the base stations setup in each corner and powered on. I have the dongles plugged in and flashed to the latest version. I need to pair the Index controllers to the dongles. I have the dongles plugged in or I've even tried doing them individually but when I launch steam vr, go to devices, pair controller it says "make sure your headset is connected or your wireless adapters are plugged in and turned on" This leads me to believe that it doesn't detect that I have the dongles plugged in but I know it does because I paired a steam controllers to one of the dongles and it worked perfectly. Lastly, I don't think it matters but my computer does not have bluetooth

Have you made the SteamVR settings changes? I haven't run SteamVR without headset myself, but I remember seeing in some youtube video that you need to make some settings changes (to settings files) to be able to run it without a headset. By default settings SteamVR requires a headset to operate. You need to (re)watch some instruction videos for how to setup Index controllers (or Vive Wands or Trackers) with non-SteamVR headset.

And yes, it doesn't matter that you don't have BT, SteamVR can't use it, it can use only BT integarated to the headsets (Index) or their linkboxes (HTC's headsets).

So I'm technically still running it with a headset. I'm running the Reverb G2 and attempting to run that with the index controllers rather than the controllers it comes with. Steam VR detects the headset and the standard G2 controllers. I'm just not able to pair the Index controllers to the steam dongle. I don't know why but when I go through steam VR, devices, pair controller it states that "make sure your headset is connected or your wireless adapters are plugged in and turned on". I also wasn't sure if the base stations needed your computer to have bluetooth capabilities. I'm somewhat unsure of how they will communicate with my computer otherwise

You use two different tracking systems, G2 uses its cameras (Windows Mixed Reality) and controllers use base stations (SteamVR). They are not supposed to work together, you need a hack to get them working together combining tracking data from two different tracking systems. It's not plug-and-play, so I suggest searching some guides for it.

Base stations don't communicate with computer in any way during normal operation. Think them as real life light houses, they work similarly. Headset and controllers use their light (IR-laser) to calculate the location, no other connection needed. Firmware updates and power management requires BT, but it's optional and you lack the hardware (Index headset or HTC's linkbox).
