And yes, it doesn't matter that you don't have BT, SteamVR can't use it, it can use only BT integarated to the headsets (Index) or their linkboxes (HTC's headsets).
Base stations don't communicate with computer in any way during normal operation. Think them as real life light houses, they work similarly. Headset and controllers use their light (IR-laser) to calculate the location, no other connection needed. Firmware updates and power management requires BT, but it's optional and you lack the hardware (Index headset or HTC's linkbox).
