Edit: I've completely solved the room set-up problem with the VP2. As expected the VIVE console was the problem. You need to launch the VIVE console first and let it automatically start SteamVR instead of launching SteamVR from the library.
I'm suspecting this is because SteamVR extracts chaperone data from the VIVE console. The problem is when you launch SteamVR from the library, it only gives a split second for the VIVE console to launch first before SteamVR starts as well. If the VIVE console isn't fully done loading, it's likely that the data isn't loaded in and SteamVR doesn't see it and errors out.
This is likely why people were saying resetting windows fixed it. It's because their VIVE console loads faster on a fresh install but progressively as more files build up people will end up seeing the same problem again. So instead if you launch the console first, it'll fully load up and take a few seconds and only once it's done then it'll start SteamVR.
I've also made a custom launch parameter for SteamVR itself under launch options to instead launch the VIVE console so that you can continue using SteamVR through the Steam library. If you're using the default start menu shortcut, this is what you'll have to paste in.

I suppose this is working for me as well. I start my VP2 system by turning on the linkbox, which starts Vive Console For SteamVR first, which then starts SteamVR... I don't get room setup appearing.
I'll add I always shut down SteamVR from the SteamVR dashboard in VR, wait for the headset to display vive console's blue starfield and than dark, confirm my controllers go off, I press the linkbox off, and listen for windows to do the USB chime twice about 3 seconds later. If any of that didn't happen, start it up and shut it down right again.
It's not a fix, but it's better than nothing until HTC fix their damn software.
i originally went straight into wireless with my VP2 and didn't have the room set up issue. i could throw my headset on and go. when i started playing with wired for more demanding games, i would have this issue every single time, but once in a while it would work. blah blah, some type of race condition, one more broken thing, but this one really killed my enjoyment.
something to note: when i would look around with the headset to try and force it to recognize my room, the times it would work it would screw up the room centering. this method of ensuring vive console can load first keeps my room nice and tidy.
