SteamVR can only run Oculus headsets by wrapping around the Oculus SDK which is mandatory for all Oculus headsets.
Riftcat on the other hand (since OP mentioned it) is just a 3rd party work around that allows mobile phones to access SteamVR apps.
In short, if you have an Oculus headset, you need to be running the Oculus software. At the end of the day, Oculus (Facebook) dont want you using or buying content on Steam if they can avoid it. There's no doubt in my mind they'd block Oculus headsets working on the Steam platform if they could get away with it...and who knows, they just might with the Quest headsets.
