I assume you are talking about Vive trackers and pairing them to the base stations?
You're technically using two different systems and trying to make them work in conjunction.
First thing you need to do is enable bluetooth in SteamVR (make sure you have the usb dongle for the trackers plugged in).

Second thing is to pair the trackers.

After that you'll need this to pair the two systems..

The connection between tracked devices and a base station is purely optical and one-way from the base station to the device.
I am experiencing the same issue
- what really annoyed me about this is that everyone told me to do the exact same thing and i had to explain over and over.
