Report a translation problem
I've recently purchased this unit and having the same problem. However, I'm more willing to believe there's something I've missed, rather than not being able to connect. And I too find this odd that Vive's own website doesnt have or support the means of detecting their own unit within their setup for it! ..So Surely I've missed something in the setup procedure.
This unit cost over $700, so I dont expect it NOT be able to connect to SteamVR.
The 3 things that promted my purchase of it was the "Standalone", the "2TB SDcard Storage capability", and of course, connecting to SteamVR.
Officially speaking, the Vive Focus is not supported on Steam or by Valve. It's also not officially sold in the West as a commercial product either. Outside of China it's only on sale to developers. As such, I have no idea where to point you to get the software you will need (if it is still supported).
Unofficially you can stream SteamVR to it over a 5ghz wifi router. You'll also need the optimized Riftcat VRidge software via the Viveport M store (which as far as I know is the headsets own native store).

I'm just going to say it here and now. This is a terrible headset to use with SteamVR for multiple reasons. It's a standalone headset. Whilst it "might" be able to connect to SteamVR, thats just a side feature, not the main function of the headset.
If you have the option, send it back, get a refund and buy a proper SteamVR supported headset....which right now is either any of the other Vive's, the HP Reverb G2 or a Valve Index.
I can help yout but you are not going to like the solution.
The HTC Vive Focus plus requires you to pay for a HTC Vive infinity Subscription at nearly 149.00 a year to be able to use the vive store and steam vr with the headset the headset is other wise garbage without this service and people should not purchase this headset the only current game that is compatible with the headset and is still made purchasable is down the rabbit hole and thats it the rest of the apps on this headset that are free no longer work because the servers used for them no longer exist.
please dont buy this headset.
