The error (108) indicates your headset cannot be detected over USB.
As a good first step, please double check all your headset connections. Then before following the additional steps below, unplug other USB devices and remove any adapters or extension cables you are using with your headset. You may also try the other available USB ports on your system.
If you still see the error, unplug your headset completely and dump your SteamVR device memory. Do this by navigating to Settings > Developer > Remove All SteamVR USB Devices. Wait for that process to complete, then replug your headset and wait for it to reinstall. This may be nearly instant or may take a few minutes.
In addition to those things, I recommend you download and install the latest drivers for your video card and operating system.
Starting with your OS, please run the latest Windows 10 updates. Next please download and update your card’s drivers, please visit the manufacturer’s website for your card:

Please also uninstall any third-party mods/plugins - these tend to break after updates causing similar issues to the one your experiencing.
If the error remains after performing these steps, please check whether you can reproduce the issue on another computer, as well as, provide an updated SteamVR and a Microsft System report.
To generate a SteamVR System Report, open the menu and select Create a System Report, then click Save to File in the bottom right. Choose a save location, then browse or drag and drop the file into your ticket.

These reports provide useful information about your machine that help us understand why you may be experiencing issues.
Top of steam window -> help -> steam support -> find steamvr in the list below then click through to your issue, likely error messages, 108, etc. then "I need more help" to create a ticket.
I tried contacting SteamVR Support. As I have a wireless adaptor, they said they couldn't help. Only for wired users. Utter crap. Same symptoms as everyone else. The wireless aspect makes no difference at all. Still uses the same buggy SteamVR. Just a typical lazy a$$ 'get out' clause.
Have you guys tried to replace other video cards?
I tried!It's working well on gtx 970,not working on rtx 2070.I even bought a new rtx 2070s,still not working...
Do this
you can use this in the meantime to play games without steamvr using opencompsite
and when you want to switch back to steamvr open the exe again and simply toggle steamvr
