If you use the Vive camera in any other application, SteamVR included, that application will lock the hardware to itself as only one program is allowed to use a camera at the same time. If you want to make sure that this is not happening, deactivate using the camera for your Chaperone or the pass-through function. If you still cannot access it, restart SteamVR.

the htc vive camera optio shows up on discord but never works

I just tried this in a private call to myself using a secondary account, and the camera worked at once, just picking "HTC Vive" in the list of video devices.

1. Does it show up at all as a selectable option?
2. Have you closed SteamVR?
3. Have you done any of the things I mentioned?

i have done 2 and 3 and it shows up as a selectable but just goes black

so correct me if i am wrong i have to close out of every application or it wont work if thats correct i have done it

No, only any specific applications that could possible be using the camera. If you are not sure, follow the instructions in the link I provided. If that is too hard in this heat (if you also have it) you can try and think of anything else you've used the camera in, like OBS or Skype or something, and make sure that is closed.
